Substituting Grass Strips for a Public Park

The original plan for the development of the old downtown Lucky site, presented to the public in 2018, showed four modest-sized apartment buildings with a sizable green park between them.

In December 2020, Eden Housing presented a major redesign for the development that included two large buildings in place of the former four modest-sized ones. The “park” between them significantly shrunk in size and was to be roughly half “hardscape”, meaning concrete. A visual comparison of the 2018 plan and the December 2020 plan can be seen here.

When Eden Housing came before the City Planning Commission and City Council for project approval in April and May 2021, they presented another redesign that decreased the footprint of one of the buildings, but left the central “park” as a long, narrow strip of grass.
